Default Adding a blank template

I know this has been asked a few times, but none of the threads seemed to be clear.

Can someone list a simple way to create a blank template and how to call it (i.e. the link).

I've created a testtemplate.tpl, added a language that the testtemplate calls the language from, but that's about it, lol. I'm not sure how to find the link to the template, or what I would do next, if I'm even on the right track.

Any advice is greatly appreciated. Thank you.

What exactly are you trying to do with the template you are trying to add?

Well, I have a couple of html pages for the "customer service," "returns" for example that I wanted to keep in the store's templates. I guess at this point it's not that big of a deal because I made them look like the store's templates. So thanks anyway.

You could also use the static pages.
That's what they are there for.
