Is there a way to specify the order that products are listed on the manufacturer's page? In the admin control panel under manufacturers (Catalog->Manufacturers), you can order the manufacturers but not the products.

It looks like x-cart just uses the order that is specified for products within each category. That would be okay except when you have two or more products within different categories each having the same order value. When this happens, x-cart displays the 1st ordered product from each category then the 2nd ordered product from each category and so on. This results in a jumbled ordering on the manufacturer's page.

There is no default way, what you could do is implement a sitewide method or ordering, like category 1 will use numbers between 100-500 category 2 will use 500-1000, and so on.

If you want a specific order on the manufacturers page that is seperate from the category order, that would require custom code.
