I would like to run a 15% off discount for all my products... I want to have the discounted price displayed in red (so it looks like a sale) on the category page, just below the normal price.

Is this possible with X-Cart without a mod?

Something along these lines.

If you want this to apply to all of your products and be the same % the easiest way would be to assign list price to all product. For your example above you will have product price 15.99 and list (market) price 19.99. Xcart does the rest

If we define offer from Discount sections then how to display discounted price in Manufacturer page or products page,currently discount is showing in cart level.

Discounts and coupons are not applied to products they are applied to cart. So you cannot display them on any product related page. Unless you do some extensive custom coding to do this

And for x-cart Special offer module? It was not showing in manufacturer or category pages...

How to show discount for special offer?

I think special offers show on top of the pages, not sure if they show on each individual product, probably in cart only as well
