is it possible for me to work on a skin that i am working on without affecting the live site or do i have to set up the site on my test server which at this job is IIS and windows 2003 in order to work on the 'project' skin.

Set up a copy of X-Cart in a sub-directory of your main site and work on it there.

You could also just create a new folder in the same install. Copy skin1 to skin2, and then modify X-Cart to display the skin based on a variable that you can pass via the URL.
