Can someone please tell me how i can edit the "Welcome to X-cart" page? or can i just build a homepage on that?

That file is index.html

It is actually recommended that you REMOVE that page entirely and use the main X-Cart page (home.php) as the index page. Much better for search engines.

...which really has no place in most eCommerce sites.

LANDING PAGES are simply, bad (unless you hav a specific need for one). In most cases, you shouldn't use them.

Use htaccess and direct your customers to your site root (not index.html):

DirectoryIndex home.php index.php index.html index.htm
