I am going to assume that you mean {$product.meta_keywords} not {$product_meta_keywords}...

This is built from the information that is entered into the keyword box when you are editing categories. X-Cart sees what category a product belongs to and uses the category keywords entered there.

It's exactly as i wrote it. I am not the first web guy to work on the site so i don't know what mods have been done.

But somebody could of changed it,right?

If it is exactly like you wrote it then it seems to be something custom. I have found no reference to that variable name in any of the 4.0.x files (doing a full text search).
