I would like to be able to set up the checkout process so that when an international (non-US) order is placed the customer is required to accept our terms and conditions form before they can complete there checkout.

On our current site this form is presented between the screen that displays the billing and shipping information and the screen that collects the shipping and payment information.

The customer is presented with the international shipment terms and conditions and must select to accept them in order to continue. If they choose to not accept the terms they are then redirected to the home page.

Anyone have something like this or can provide guidance on how to do it?
