In checkout page on Step 1 where it says

Checkout with PayPal


and the bottom it give a whole form with fields for user to register themselves, I need to remove those fields and add a image next to Paypal logo such as Register here and then forward users to register section where they can pay using there credit card , which template and where to add the image, please help

That is kind of a complex change, but you would start with customer/main/checkout.tpl
