It is certainly possible, first you need to setup a "switch" that lets you designate which products belong to this special group. This can be an extra field, or a custom checkbox on the product page.

After the switch is in place, you can define custom templates that display on the product page when this is activated. At checkout, you will have to check the cart to see if it contains a "special" product or not.

I would work on simply getting a message to display on the product page, that lets you know that this is a restricted product. That will be your first step.
