can't change Appereance

Hello,
I can't change anything from Settings >> General Settings >> Appereance, because when I hit Apply changes, it tells me: "Forbidden

You don't have permission to access /admin/configuration.php on this server."

I was able to change "Company", "General", "Email", etc... without any problem.

Any ideas?
