I have a client who has some products in their store that they want to sell (that have a fixed price) and other products that are a 'POA' where they want the products to display but not to sell.

Is there a mod where I can have TWO product pages templates and I can strip out the price and BUY buttons off one of them and when they put a product in, they get to choose which template they use?

Using version 4.1.11

If you need any help figuring out editing the tpl's once you have the mod installed let us know, it should be pretty quick to do what you want.
