Can't find template files for Checkout (Personal Details)

Default Can't find template files for Checkout (Personal Details)

No idea where the files are to change the layout of the "Returning Customer" and "New Customer"

The only thing I have found that changes anything on this page is the "main/login_form.tpl", but that is just the login form, not the text above it or around it.

skin1/main/login_form.tpl
and
skin1/customer/main/register.tpl

called from:

skin1/modules/Fast_Lane_Checkout/checkout_0_enter.tpl
