In 4.1.x this folder is now in the var directory.

i just added the 'must accept terms before purchase' mod and there seems a lot of talk about if it does not work correctly to flush this file.

Yes, if that is the case, just delete the contents of the folder. You can also use the interface on the 'Summary' page to clear the templates.
