I would like to add a scroll menu surrounding my site when your at the view products listing and product details pages, how can i do that?

I would like to add a scroll menu surrounding my cart so you can scroll down the page to view items in my cart and not have to use the IE scroll bar.
For the scroll I only want it apear on the product listing and product categories page.

That is called an <iframe>. Not really recommended, but you can read more about them by searching on Google. Quite a bit of work to get that to work correctly with X-Cart.

what about using the div command and integrating a scroll.

Again, takes some work as X-Cart is not CSS based. You would need to re-write the structure of the site.
