For PA-DSS you can use a 3rd party script to integrate and get out of the $11k. According to Qualiteam you could even use the X-Payments integration with Magento if needed.

I recently had the same conversation with several clients who are considering upgrading their stores. Naturally, they were curious about the best options available for supporting the services they offer. At FinestShops we setup, host, customize and support four leading commercial e-commerce systems:
  • Interspire shopping cart software
  • Pinnacle shopping cart software
  • Magento Commerce
  • X-cart shopping cart software
Below are the key features that may give one application an advantage over another for your business.
Interspire Shopping Cart Software:
  • 96 professional store designs are included with the system
  • Advanced web-based design customization tools
  • Ship to multiple addresses
  • Real time shipping rates system by UPS, FedEx, USPS, DHL, Canada Post and Australia Post
  • Multiple staff accounts with permissions management
  • Major upgrade cost is low to average with an active license
  • Customization cost is average to high

Recommendation: Interspire is a good looking system, but we have experienced very poor support from its developers lately and fixing the bugs takes forever. No PA-DSS certification at the time of this article. Another downside is that there are no third party add-ons and customizations are expensive. Interspire makes up for those shortcomings with the best selection of the included designs and easy-to-use interface.
Pinnacle Shopping Cart Software:
  • PA-DSS certified out of the box
  • Advanced drop shipping features
  • Advanced search engine optimization features
  • Advanced marketing and promotion features
  • Real time shipping rates system by UPS, FedEx, USPS and Canada Post
  • Multiple staff accounts with permissions management
  • Major upgrade cost is low to average
  • Customization cost is average to high

Price: $200 for a license and setup services
Recommendation: We have many stores successfully running Pinnacle Cart, but that system does not have many of the standard features included with X-cart or Magento; design selection is limited; no third party add-ons and customizing is expensive. On the other hand, this is the easiest system to upgrade, and the software company releases new versions regularly, so it may be a valid choice if you are looking for upgradability and do not require fancy functions.
Magento Commerce
  • PA-DSS compliant with Magento Payment Bridge
  • Multilingual and multiple currencies system
  • Orders can be shipped to multiple addresses
  • Generate as many invoices, shipments and credit memos per order as needed to allow for split fulfillment
  • Multiple shipments per order

Price: Two commercial pricing options are available with this software
  1. The Magento Professional costs $2,995/year.
  2. The Magento Enterprise, which includes private club sales, gift registries and staff permissions, is $12,990/year.
Recommendation: Magento Commerce is a powerful shopping cart, but it comes at a steep price. First, if you are going to process credit cards in your store, you will need the Professional or Enterprise edition to obtain PA-DSS compliance. In addition, the smallest VPS server I would use for Magento is 2GB, which runs $265 per month. Also, customizing Magento is more expensive than any other system. You must keep these extra expenses in mind if you plan to expand your store and upgrade to Professional or Enterprise in the future. We currently host clients who are running the free Magento Community edition on a 2GB server combined with a gateway-served payment page, such as Authorize.net SIM, to avoid PA-DSS complications. It works well for them so far but there is always a risk of a major software failure and there is no developers support included with a Community edition.

Recommendation: For many projects, X-cart remains one of the best choices. The latest 4.4 version offers many new features, runs much faster and provides functions for the comprehensive search engines optimization. We use this system for many projects as the base to build a custom store that looks great, runs fast and can be easily customized. Some of our clients do more than a quarter million dollars in sales every month operating an X-cart based store, so I would not discount it only because "some big guys are using Magento."
Final Analysis

In my opinion, for a smaller store which does not need any fancy add-ons and custom functionality, Pinnacle Cart and Interspire would be the best options to consider. With Interspire offering a great selection of out-of-box designs and Pinnacle Cart included PA-DSS compliance and easy one-click upgrade to the next version.
For a large store which requires the custom design and functionality, I think, the best shopping cart software programs on the market are X-cart and Magento. Although Magento requires a higher investment to start and run, it offers many major features that are not included with X-cart. On the other hand, we can add almost any custom design and functionality to X-cart and it will cost much less than $13,000 per year. As for scalability, it is mostly hardware, anyway, and with Magento requiring twice as many resources to run, you can dump twice as much traffic into an X-cart based store that is running on the same hardware.

I disagree with the Pinnacle review, perhaps it references an earlier version. Ton of features and extremely easy to customize. It takes me about 1/2 of the time to customize a Pinnacle skin as compared to an X-Cart one because they actually know how to use CSS. While the lack of third party support is accurate, that will be changing very soon.

Agreed. X-cart gives you at least a fighting chance to do things for yourself. The support forum here for the most part can help solve issues as well reducing the TCo of a store.
