I am planning to use x-cart for https://www.canadasafetyglasses.com
but x-cart v4.7.13 will be coming out soon, should I wait for it or use x-cart v4.7.12?

It has been "coming out soon" for a while.
I would just get started. Unless you do some heavy customisation, you can always upgrade, but you can at least get started setting it all up. It's not like 4.7.12 is buggy or anything - it's a solid base for a shop.
