what folder to i set to 777?i can't set it the entire dir of the skin to 777??

If that doesn't work, try 666.

so every file we want to mod in the admin we have to set it to 644?

Yes, or 666 depending on your host and permissions. This is not necessary with a host that supports a chrooted user which makes things much simpler.
