Default HTML design help

I can't seem to figure out how I can get the SSL certificate on my site to slide up for the sole purpose of visual appeal. I think I have to use a colspan or rowspan or something to make it work, but I'm still too much of a rookie to figure it out.

I just want the whole right column with the SSL certificate to slide straight up to fill in the blank black space. Can anybody help me?

It can't slide up because that is another row above it. You would need to completely move the right hand column to the row above and give it a rowspan value so it continues down.
