I see that upgrades are available (through the backend of the store), but I see the following message:

Developer wave. You license key is set up to get upgrades in the Merchant wave. Therefore, upgrading may require some technical assistance on your part. If you are not prepared to deal with upgrade issues that may arise when upgrading in the developer wave, please, wait for the merchant wave. Your can switch to the merchant wave on this page

I'm set up as a "merchant" when it comes to upgrades. So, I'm confused, is 5.3 out and released or are we still waiting.

I don't think it is released yet. You shouldn't be seeing this message if you are set to merchant wave.
You can try to change it back and forth and see if it hides the message

5.3.3 is in the developer wave.

The merchant wave is planned to the begin of July.
