I have a customer with 4.4.2 carts. We have seen other sites where it displays a message at top of cart that says "No sales tax in your state of example"

Anyone doing anything similar?

Generally rather than doing an IP lookup (which could be very intense), people make it so that the client picks the state from a dropdown and then displays the "no sales tax" line. This is usually an easier way of implementing and less server resource intensive. IP numbers can be spoofed too, or if someone is using a proxy etc - so they're not 100% reliable when done that way.
