Worked fine for me in tests on v4.6.6.

Ensure the Flyout Menus module is enabled. Maybe try unchecking "Cache the menu" in modules > Flyout Menus

Yes, it is returning stuff now, thanks!

It works perfectly on the root categories, but once I am in a subcategory, it returns the root categories and not their siblings.
