It is not too complicated for XC to re-work the current 'module' and it's of sufficient high priority now, to not get lost in the 'too hard' pile either
The re-worked module meets your requirement as well as @kevinrm's and no doubt many others too

Nice! XC do take onboard valid forum feedback (via bug tickets) providing... that it is supplied in sufficient detail and is constructive (not simply destructive...) which is only fair Our latest understanding, is that there's a revised GDPR module on its way, which is scheduled to be released at the same time as the next XC5 core upgrade (5.3.5.5) We don't have any more details at present, but it should have some welcome improvements

We've now installed and tested the latest stand alone version of the GDPR module (5.3.1.) in our Dev Store without using the XC Geolocation Module (it's not installed and therefore it, cannot be used by the GDPR Module)

We reckon; it's close, but no cigar... yet To be fair, it's much, much better than the previous version, but we have added a couple of new issues to the bug ticket that we raised originally. Some users may find that it now works absolutely fine for them already, because we've all got different setups / requirements etc

We've installed and tested the very latest (released earlier today) stand alone version of the XC5 GDPR module (5.3.1.1) in our Dev Store. As we did last time, we've tested this without using the XC Geolocation Module that was needed on earlier releases, because that's not installed in our Dev Store or indeed any of our stores.

The two bugs that we added after the recent 5.3.1 release have been fixed properly and in our opinion, after all tests we've done ourselves, it's now fully useable (and customisable ) for all XC5 store owners, no matter what country they are located in

XC5 users are now fully responsible for their own GDPR setup. A setup that they themselves can decide and one that's 100% correct for their own store / location / business model etc which is how it should have been right from the off of course

Hat's off to XC as the original "...engineer's concept module" has now successfully morphed in to a "customer's feedback driven module" that can be used accurately and correctly, without being reliant on any other module too

Yes.... but No. You're wrong if examined in fine detail. If (any cart) store owners are using a given, fully provided, non-customisable GDPR setup and then "...get caught" The provider will eventually be jointly liable with them, for any subsequent "failure to comply legal cases"

Absolutely not interested debating long legal / coulda / shoulda / woulda items on here (especially any of those originating from the USA aka #NoWinNoFeeLawSuitCentral) but do have a quick look at the sequence of failures involved in the McDonalds legal case on cup warnings about hot content... Amongst millions of other ultimate liability / responsibility cases Then again, don't waste any time looking for successful, big fine legal cases on the previous EU cookie law, as that's just a fool's errand

Quite a lot of people still think Geolocation Modules are like an Epiphany... How does any Geolocation Module work with the aforementioned VPN / IP Spoofing or even more relevant; Smart DNS Proxys? Ask anybody who successfully uses streaming devices when outside their own country, but do prepare for howls of laughter from them about "...being located and then blocked by their IP address"

Meanwhile, the answer, to the question, is contained earlier in this thread, in the module itself (when setting it up) and by XC processes that don't involve or need the Geolocation Module. When you move over from XC4, then all will become clear Come and see!

After so many years of life experience I still can't wrap my mind around something like this.
You order coffee, it comes in a cup, you know it is hot.
It is in the nature of any living organism to protect itself. People have brains and can think (or can they?). Put 2 and 2 together and think about the hot coffee in the cup.

Do you really need a warning written on the cup to tell you that the content is hot and may burn you? A 5-year old that have never seen a hot stove before may and probably will want to touch it. But a grown person acting like a child?

I agree with ITVV - it is your responsibility to provide proper info or whatever is needed. The software platform can help by giving you the tools or some generic element/page but at the end it is the merchant that is responsible.

And unfortunately not knowing the law is not an excuse for not following/obeying it... People are so used to rely on something/someone else to do everything for them.
