This is controlled via user memberships. You need to make products accesseble to certain user membership.

I have tried that way, and it works like charm.
but can it is possible to make it default from admin? so the provider doesn't have to setup the visibility.

oh yeah.. i want to used x-cart in indonesia which have different way method for shipping. it use city based pricing.

Example:
my store in city A, and customer in city B. the shipphing price is $5. but if i have customer in city C, the shipping cost is 6.5$. the other provider have their own cost.

it is even possible to do that??

A small customization of X-Cart is needed to make that.

You will need to use "manually defined shipping rates" mode and configure destination zones in X-Cart:

What does the user see when they get to the sight? Are they immediately directed to the registration page? Do I have to create a home page without any products?

That part is up to you. X-cart is a completely flexible e-commerce site, and you can easily accomplish these things with it. But you will need to setup custom code to handle any specific needs like this. You need to be prepared to work these things out as you setup your site.
