New module for X-Cart 5 - Minimum Order Fee. This module allows admin to set minimum order subtotal and charge a fee if this limit is not met.

Admin can restrict the fee to certain memberships, have (or not) messages to show and explain the fee, show them on cart and/or checkout pages...
