I thought those were third party mods- hard to figure what are add ons and what are mods
for beginners.

That is for the X-Cart add-ons - fancy categories, AOM, RMA, etc

Commercial 3rd party mods for X-Cart & LiteCommerce.

Those are any add-ons/mods NOT by X-Cart.

For our featured products manager it's really for altering the look of your front pages fast, for making static pages into product display pages fast and for making things like side displays and so forth.
