Default customization xc4 or xc5

Do both xc4 and xc5 have provisions for extending module output?

For instance, we want to add a message to anyone choosing a specific shipping type to Canada warning the buyer that customs adds an export fee to this shipping type.

Would I have to customize a core file to make this message display? Would I lose my change on the next update of the affected file?

I do this in woocommerce by adding a filter to the package rates that calls my function to test which shipping is chosen and adding the message accordingly.

Both XC4 and XC5 can certainly be customized in the way you want.

In XC4 you would do this by modifying core files, but it can be done in a modular way by keeping the code in its own module directory, and just placing hooks into the core. When you upgrade these hooks would need to be replaced.

In XC5 you never modify core files. Just build your module, and install it. Any module can modify any other module or the core.
