Actually KOSMOS wrote a mod that takes your X-Cart inventory and dumps it to eBay. it is perfect if you have thousands of items you want to get on eBay quickly!
There is nothing that synchs the inventory of your eBay listings with your X-Cart inventory, but I just list everything as 100 quantity so the listing stays up all the time. I restock continuously anyways.

Hi, I would like to respond to these posts since they're VERY OLD. The eBay integration has been completely re-written from the ground up about six months ago or June-2012. It is quite amazing compared to the previous release. We also decided to go with a Licensed model, because eBay's API needs quite a bit of support to maintain a proper integration.

Features Include:

1) Quickly upload inventory to eBay
2) Easily manage eBay products from your X-Cart store
3) Control how products appear using eBay listing templates
4) Choose which eBay categories your products appear in
5) Automatically download eBay orders to X-Cart
6) Manage eBay sales in X-Cart and update eBay order information in real time. Order information includes customer details, address, item number, description, price, shipping, tax, transaction ID and more
7) Automatically update eBay tracking information
etc....

I bought the ebay plugin from Kosmos in FEBRUARY 2013
I asked to pay them for installation.
They attempted to install it - it still doesn't work after 4 months of support tickets and failed attempts by them to install it. They then started to charge me $34 per month for 'support'. Now they refuse to help me until I pay them an extra $70 which they seem to think I owe them.
What for? For screwing up my Xcart installation. I now get weird 'cannot connect to MySQL' errors that I never saw before.
The plugin has so many bugs it is unbelievable anyone ever signed it off as being ready for sale.
I did a bulk upload of products and they all dissapeared from my product list and were never uploaded. So now I cannot even re-upload them manually.

Kosmos are a bunch of con artists.

I have now paid in total $170 for a non-working plugin that has wasted weeks of work time and was supposed to cost $124 including install.

I'm extremely confused about your previous comments. Maybe you meant something else? Did you make this post in our support center in error? If so, can you notify our staff or call the office and maybe communicate what you would like to do verbally?

Your comments were made to Accounting who were just notifying you that the eBay integration is a subscription service and payment is needed to use the software regardless if you're in the middle of development and domain changes.

If you do change your domain then your licensing will also have to be updated too. Please also be aware that support responses (not resolutions) usually take anywhere from 2 to 4 business days so please be patient. You can also just call the office directly if you'd like an update on any open support tickets.
