html5 and css3 based web sites are very popular now, When will x-cart v4 offer html5 based skin, pls?

Most likely never.
XC4 is slowly (faster lately) being replaced by XC5. I seriously doubt QT will want to spend a lot of time and resources on this cart version.

There are 3rd party skins which are html5/css3 - BCSE has one and xcartmods.co.uk has one

You can find ready-made templates for X-Cart 4 here:
https://market.x-cart.com/xcart-templates/ (use the "Edition" select box to switch to X-Cart 4).

Some of the templates are HTML5/CSS3.
