Hello,

We will both sell and rent products through our website. I would like our "Rental" category page to display products in the Table format, but I want all other categories' products to be displayed as a grid.

I see that in Store Setup > Cart & Checkout > General, you can choose the default display more for products list, but how can I change this at the category level?

If it is not already an option, then what CSS would I use and how would I apply it to be specific to that one category?

Not an option and no way to get this functionality with css changes.
You need custom module for this.
