On the x4 system I'm replacing the customer had the option to 'add to quote' or 'add to cart'.

If the customer went via the quote system, the site didn't ask for payment and the transaction was completed without this.

I'm thinking this is quite complicated to achieve as the site has to capture quotes and process normal orders from the same interface.

Anyone have some pointers or an idea to try to make this work?

I would recommend ordering a project in order to approach this task.

However, if you do need achieve this task on your own, you ought to mark all quote products as being quotable (think about what will trigger this setting), then create a new payment method that is hardcoded to be displayed only when all products in cart are quotable, otherwise other payment methods are displayed. This special payment method will work as usual offline payment method, so it will not require any extra work in terms of order processing.
