So how do I setup taxes? I am doing something wrong and don't know what. It sounds similar to BDGirl's issue. Taxes are simply not being calculated.

Honestly the documentation on this product sucks so please do not post a link to http://kb.x-cart.com/display/XDD/Shipping+and+taxes.
I did the step by step process and got nothing.

So if someone could provide a little more detail on this issue I would be grateful.

Florida has 1449 zip codes made up of either 6, 6.5, 7 or 7.5% Tax. If anybody needs a copy I have a spreadsheet with them broken down

OK. In this case
1) You need to create a destination zone for New York state. For that you should go to the 'Store setup' > 'Countries, states and zones' > 'Zones' area in admin area. In default package, it is already created and it is called 'New York area' http://awesomescreenshot.com/0df39fbtcb
2) Then go to the 'Store setup' > 'Taxes' > 'Sales tax' section in admin area and create a tax rate by clicking 'New rate' button there http://awesomescreenshot.com/0b439fci03
3) Define tax rate as follows: http://awesomescreenshot.com/0ed39fd95f
4) Check checkout section and make sure that everything works fine:
New York state has tax rate: http://awesomescreenshot.com/0a839ff052 (I must note that your zipcode must me 101xx or 102xx in order to fit pre-defined New York area)
California state does not: http://awesomescreenshot.com/0ed39fdv1f

NY state has 83 tax zones, by county and/or city -- NOT by zipcode
Zipcodes overlap in 14 counties.
In some counties, there are 4 or more zones based on city or other municipality.
Sometimes, the tax rate doesn't change, but the merchant must report the correct zone.
Selfish politicians.

Yes, that is sad.

Such cases should be solved by modules/services like Avalara and we are negotiating its integration into X-Cart 5 at the moment.

I have to say the tax setup in XC4 can cover sales tax in US for about 90% - there is way more flexibility in XC4 tax setup including the formula field.
XC5 tax setup is very generic in its current stage. I covered this in another thread - your store cannot charge me 8% sales tax when for my location tax is 7.5%, this just screams at me - leave immediately and buy somewhere else...

When US makes it mandatory to charge sales tax on all online purchases regardless of location and report to all the few thousand authorities Avalara will be the natural choice.
I have to say even now Avalara will work as great "onsite" replacement for NY, WA, Tx states... but it is overdoing it for states like, TN, FL, CA etc...
Of course there is the company size factor as well but just saying...
I would really like to see the XC4 tax flexibility in XC5. After all you should make XC5 same or better not cut off functionality right

Hi Steve!

We are currently working on spec about reworking our tax system, so it would be more flexible and more understandable for merchants. + as I said we are negotiating the partnership of X-Cart 5 with Avalara.
