No. XC5 imports/exports are limited. You can import directly in db though

Why XCart 5 then if it does not have basics like XCart4?

May I ask what is the purpose of this?
Are you migrating from X-Cart 4 to X-Cart 5? In this case shipping settings can be moved over using Migration Wizard.
