thanks a bunch for your help -- it was there the whole time - the new "add" option automatically have the default link on the url (i was expected a blank) and i was just keep looking for it. Thanks a million. You Rock!!!

Almost forgot, how about adding links to the bottom of the web page? is it add it to the prnotice.tpl?

so then can i simply just use plain html code as follow:

</font>

I try the above code in the webmaster mode and click on the preview button, it highlighted (in red) line of code didn't show.

You need to edit the templates in the 'edit templates' area. Webmaster mode is only for changing text.
