Yes. Just specify it the same way as you would in the Control panel:

1139, Size, S=+5\r\nM=+7\r\n1XL=+10

I tried this - the install was no problem (thanks for the detailed howto) but the SQL code seems to be missing the product id.

Here's the output:

SELECT count(*) FROM xcart_product_options WHERE productid='' AND optclass='Color'
UPDATE xcart_product_options SET optclass='Color', opttext='Color', options='Black\r\nRed\r\nRoyal Blue' WHERE productid=''

My csv file:

1, Color, Black\r\nRed\r\nRoyal Blue

I also tried with semicolons but to no avail...
