I typically find the most cost effective for a site that's not upgrading is to go with a mobile module. It's more cost effective to do responsive when you're already creating a new skin (like during an upgrade) than to do it on an existing site. Depending on the current skin, it may be a real pain to convert it to responsive.

I think totaltec and BCSE give you the simplest suggestions. You can add a viewport and css breakpoints to add responsiveness to your existing template or add a mobile skin module.

Bootstrap can be customised, so if you only want the grid system, you can have only that.
If you're using the Bootstrap CDN, or your server supports GZIP compression, then you shouldn't suffer much speed loss at all. See this recent post. The benefits far outweigh any negatives IMO. Bootstrap is only going to get better. Why would QT have chosen it for v5.x?
