I followed all the procedure but still can't download 4.2 beta. It only shows me upgarde upto 4.1.11. I tried different status for licenses.

htmlspecialchars() and non iso-8859-1 encoding issue

I downloaded and I am testing X-Cart 4.2 beta. I want to report a problem related with htmlspecialchars() function. When you add a new language to X-Cart that uses encoding other than iso-8859-1 (which is the default for English), you see warnings like the following. I did the test using Greek language with encoding set to iso-8859-7: Warning: htmlspecialchars() [function.htmlspecialchars]: charset `iso-8859-7' not supported, assuming iso-8859-1 in C:\x168\htdocs\x420b1\include\templater\plugins\fu nction.meta.php on line 128 OR <b>Warning</b>: htmlspecialchars() [<a href='function.htmlspecialchars'>function.htmlspec ialchars</a>]: charset `iso-8859-7' not supported, assuming iso-8859-1 in <b>C:\x168\htdocs\x420b1\include\templater\plugins \modifier.escape.php</b> on line <b>60</b><br /> Javascript (Definitive Guide) Based on PHP's manual (http://gr.php.net/manual/en/function.htmlspecialchars.php), htmlspecialchars() function supports only the following encodings: ISO-8859-1 ISO-8859-15 cp866 cp1251 cp1252 KOI8-R BIG5 GB2312 BIG5-HKSCS Shift_JIS EUC-JP and, UTF-8 I wonder, how difficult it is when X-Cart 4.2 is released to support UTF-8 encoding instead of ISO? Xplorer... I can't post in bugs section but I should bring this to your attention, I have taxes based on my invoice/wholesale cost that applys to instate purchases... and some states have a cap on their excise.
This pertains to cigars/tobacco, but there may be other industries
