Default Editing The Shop is Closed Template

I have searched for it and all the posts talk about shop_closed.html template to edit, but I couldn't find this template.

I'd appreciate if somebody can help me which template to edit the "The Shop is Closed" page and where is this template.

its not a tpl, its a basic html page that should be in the root directory

That's because it isn't a template, it is html Just download the file via ftp and edit in your favorite html editor
