Can anyone tell me where I can modify the global settings for the font style and size for all HTML email templates inside X-Cart?

Look in skin1/mail/html for the emails you want to modify - they have css classes and some are inline css

OK, so there isn't a global command - I need to apply the CSS to each template that I require to change?

There is no global setting. The global setting is the css classes - if same are used on more then one template then when you change it in the css file change will apply to all templates using that class
