Default Special offer not working with UPS Shipping
I've setup a special offer for Free Shipping with a minimum order of $100 or more.

On the shopping cart page, this special is recognized:

"SPECIAL OFFERS APPLIED TO YOUR CART

Free Shipping For Orders $100 or More"

However when you go to check out, the UPS shipping prices show up and are applied to your order


Shipping cost: $12.69
