Cart & checkout --> "State" field problem
In checkout page.
I am sure, Admin control area: cart & checkout--> address field "State" Required is check and position below Country. Problems: address field "State" 1. no * appear beside the "State" field make as required 2. the field "State" position is above the Firstname

Have you fixed the issue? I've just visited your website and the state field is shown properly (with the * mark and below the country field).

The issue not fix.
When change the default county to any other countries, the above problem will show up

I see the problem in your store. Could you please send me the snapshots of the following settings in your admin area? 1) Store setup > Cart & checkout > Address fields 2) Store setup > Cart & checkout > Default custom address Once I receive it, I will try to suggest a solution. Tony.
