where is this generated from, and why??? Seems like a comment would be nice to let me know what template or file to edit to get rid of this.

this is being rendered from PHP? why are styles being written in the PHP.

There are "CSS and JavaScript optimization tools" in the latest version.

They can be disabled on the "General settings" -> "General Options" page.
