I want to change the font type and size on my payment details page. When a customer reaches the end of the shopping cart and wants to change there shipping and billing information you can hardly tell what it says. I want to change it
but can not find it in the Skins or templates. I have attached an image to show what I am talking about.

Can anyone help me?

Have you tried looking through your CSS files and changing the font size and style in there?

I believe that data is surrounded by <pre> tags, so you need to track down the template used (webmaster mode) and remove those to get a clean format.
