Default Move Line on Product Page
I have been searching through the templates to change the line above the price to below the buy now button.

This should be simple, but I can not find it.

Any help would be greatly appreciated.

Do you mean the Quantity selection?
Have you tried to use Webmaster mode from admin to track down the template in question?

It's possible you need skin1/customer/main/buy_now.tpl
