Hello all,

I need to change my system time based on the difference between my location and the server time.

I cant find anything in General Setting... I've been looking in:

General Setting > Appearance Options >.....

I'm still running v4.0.13

Well that's where it should be in 4.0, right on the General Settings main page, it's called:
Time difference between shop location and host server location (hours):

about 2/3rds of the way down.

If you've not got it, then maybe v13 didn't have it, or it's gone missing.
