Is there an ability for a customer to log OUT of the store. Many of our customers use public computers, so once someone logs in, that is the active customer until someone clears cookies on the machine. Either that, or they end up changing an existing customer's registration info.

Absolutely - it depends on your template, and how much it's been customised, but standard x-cart shows a logout link as soon as you login, in the same place as the login section normally.
