...shows up on my front page, and I can't find it anywhere to change it. Where is it located so that I can change it, and why is it there in the first place?

go to languages in your admin

choose english (i presume)

select text

search for welcome

make applicable changes.

where is this located?

This is a sample portal page for X-Cart based store. It is the main gate through which most of your customers will enter your site. Here you can place brief information about your online store, your logotype, direct links to the most important sections, consumer information. This page is a plain HTML file so you can put necessary keywords and meta-tags to make it search engine friendly.

I could not find it in languages.

do the search in the languages area of the admin

be sure to check text first, as i think that is where your text may be located. Try labels second.
