Default Payment Method Special Instructions
I would like to be able to add more text to the 'Special Instructions' box in Payment Methods
Do I have to edit a template to do this

In the 4.0 branch, the special instructions area is really only meant for short blurbs. You would need to do some editing to allow the system to display/add more than that.
