Default Featured Categories?
Can you have Featured Categories on the homepage (home.php)?

If you code them yourself yes. You can create template, manually insert links in there and call the template in home.tpl where you want them to show

For version 4.2.x, not, only through customization. I guess, the same holds for 4.3l, just look in the manual.
