Where is the best place to put a banners HTML code?

Default Where is the best place to put a banners HTML code?
I currently have a banner sitting above our products and under all of the header information. I have the HTML tag for that banner in the "dialogue" file and it looks natural. Is there a better place where I should be putting that HTML?
