I made 5 menus in the "head.tpl"
used "Static pages >> Embedded level"

The link is like this
http://www.mydomain.com/xcart/customer/pages.php?pageid=1

After I deleted all the pages(5 test pages), I made new Static pages.

The number supposed to be started from "pageid=1"
but, it starts "pageid=6"
and, if I deleted "pageid=6", it starts "pageid=7"

It seems there's record somewhere.
How can I fix this problem.

Install phpmyadmin (www.phpmyadmin.net) and you can change the auto_increment value to start at 1 again

load your xcart database

click on the xcart_pages table

click operations

change the auto_increment back to 1 and click GO
